to the Standards of the European Union

State institution that belongs to the sphere of management of the National Agency of Ukraine on Civil Service. Among the activities of the Center for Civil Service Adaptation to European Union Standards are scientific, expert, information-analytical, methodological, organizational and other support for the preparation and implementation of programs and activities in the field of civil service and public administration, their adaptation to EU standards, development of public institutions. in the context of Ukraine's European integration, the use of institutional instruments in Ukraine.

Support to comprehensive reform of public administration in Ukraine (EU4PAR) is an EU project supported by the Government of Ukraine in implementing the Public Administration Reform Strategy through advisory, practical assistance and capacity building of the Cabinet of Ministers of Ukraine.

Council of Europe Program "Enhancing decentralisation and public administration reform in Ukraine"

The program is implemented in the framework of the Council of Europe Action Plan for Ukraine. The overall goal of the Program is to ensure effective functioning of local self-government system in Ukraine compliant with the European standards and good practice and provision of high-quality public services to population.

The program is composed of the three inter-related components:

  • improvement of legislative framework on local self-government in line with the European standards and good practice;
  • enhancing capacities of local and regional authorities to deliver efficient and service oriented public administration;
  • raising awareness of the results and impacts of decentralisation of power and local self-government reform among general population.

Solidarity Fund PL

The Solidarity Fund PL works in subordination to the Ministry of Foreign Affairs of the Republic of Poland. The Fund carries out activities in the field of international cooperation. The Fund supports democratic transformations, promotes the development of civil society and the implementation of the principles of good governance, development of local democracy, sharing experience on economic and political transformations, free media and human rights organizations. The Fund has been operating in Ukraine since 2012.

Hans Seidel Foundation in Ukraine

The purpose of the international work of the Hans Seidel Foundation is to promote the creation of decent living conditions around the world. Through its projects, the Hans Seidel Foundation promotes the sustainable development of countries on the basis of democracy, peace and Christian social ideals. At the same time,
the principle of "aid for self-help" (providing assistance to states so that they can help themselves) is the main idea of the Hans Seidel Foundation outside Germany.

GIZ programme “U-LEAD with Europe”

GIZ programme “U-LEAD with Europe” is an international programme funded by the European Union and its Member States: Germany, Poland, Sweden, Denmark, Estonia and Slovenia to support Ukraine.

“U-LEAD with Europe” has specific objective to enhance the capacities of key actors at national, regional and local levels to further implement Ukraine’s decentralisation and related regional policy reforms, and to contribute to defining the functions for each level of government within specific policy areas.
